C1; Norris, Floyd Market observers tend to focus on the so-called core rate of inflation, and excluding changes in food and energy prices makes them think that inflation is not returning, says Larry Kantor, head of research at Barclays Capital in New York. "Inflation will continue to creep up," says the economist, "and the Fed will have to do more than it has." In the past, market observers have underestimated the movement of the federal funds rate, and Kantor believes they are doing so again. The federal funds rate is currently at 3.25 percent, but the market does not believe the rate will exceed 4 percent.
